It is natural to suppose that this will be about people in the city. The idea that the city inhabitant is a fox only comes in the last line and is quite a surprise!
I don’t think so for all the reasons above.
The poem seems to be about the problem of litter in the city.
I’m just not in the mood and I don’t do that any more tell us there is a first person subject.
This is called personification where something other than a human represents a person.
