9 No – the aim is to produce something different from traditional floodlighting.
10 No, because it’s not that different (= not very different) from what has been there before – but Harvey Dowdy is aiming at subtlety in the way places are lit up.
11 No, the aim is not to focus on them, but on other parts of the city, so people are drawn into other parts of the city, and want to explore them.
12 No, it will also take some existing lighting out. It sounds as if the lighting in the market square will be replaced with better lights.

15 Because it means that areas of shade and pools of darkness can be lit if necessary, if the place is dark, or where someone might be scared, because the system will detect a person’s presence and lights will come on.
