Rhetorical questions

These are used for dramatic effect, and are not intended to be answered. Here,

‘How can one tell businesses to work and at the same time ban transport by ministerial decree?’

actually conveys the message ‘ it is contradictory to say ‘go ahead’ on the one hand and ‘stop’ on the other, isn’t it?’
