Most IELTS candidates require band 5.5 and above for study immigration etc.. so your English needs to be at least Intermediate level in order to start the preparation process and have a good chance of getting at least a band 5.5

Remember these scores are about your ENGLISH level not your IELTS performance – the level tells you where you would be on the IELTS list according to your English level – so if you score 44/50 and want band 7 then you know that you need to work on your English a little to get you up to the right level then your IELTS preparation will get you to your score.
Language level is the biggest factor in determining your IELTS score, the better your language ability the easier it will be to achieve your score. For example a native speaker might not get a band 8 or 9 in the test but this would be due to them not having looked at the test requirements enough or done any practice. It is unlikely that a native speaker will not achieve a high band if they prepare well. Conversely a non native speaker can continue to get a low band score if they only concentrate on the exam (however much practice they do) and don’t improve overall fluency and ability in English.
